PARTNERSHIP

The Social Cyber & Tech Academy delivers all of its programs in partnership with Blended Learning International (BLI), an Australian Registered Training Organisation (RTO Code: 110068) regulated by the Australian Skills Quality Authority. This partnership combines Social Cyber Group's research‑driven expertise in cyber security policy, technology governance, and strategic leadership with BLI's 20+ years of experience in professional and tertiary education for government, corporate, community, and international clients.

For public sector agencies and institutional buyers, the partnership ofers a low‑risk way to procure specialised, policy‑focused cyber and technology education that is backed by the governance, record‑keeping, and quality standards expected of an Australian RTO‑supported provider.

Who is Blended Learning International?

Blended Learning International Pty Ltd is a privately owned, fully accredited Registered Training Organisation established in 2003, originally developed as a "spin‑of" from the Australian National University. BLI has built a reputation as an innovative education and training company serving students, professionals, government, community, and corporate sectors across Australia and the Asia–Pacific.

BLI's client base has included a wide range of Australian and international organisations, such as the Australian Department of Defence, Department of Home Afairs, Australian Public Service Commission, Attorney‑General's Department, Australian Securities Exchange, and several State and Territory agencies.

International engagements have included work with the World Bank's Global Development Learning Network, Sri Lanka's Distance Learning Centre, and the National Organization of Science Teachers and Educators in the Philippines.

Roles and responsibilities in the partnership

Within the Social Cyber & Tech Academy partnership, responsibilities are clearly defined:

  • Social Cyber Group leads on content and subject‑matter expertise, drawing on decades of research and practice in cyber security policy, technology governance, national security, and international relations.

  • Blended Learning International provides the underlying education infrastructure as an RTO, including instructional design support, quality assurance processes, and compliance with relevant Australian vocational education standards[3][9] [10][11].

  • The Social Cyber & Tech Academy jointly manages program design, delivery, and review, ensuring that courses are both academically rigorous and operationally robust for institutional clients.

This division of roles allows agencies to access highly specialised, research‑led content while knowing that delivery, evaluation, and learner management are handled within a mature, audited education framework.

What this means for government buyers

For government and public sector buyers, the partnership ofers several advantages:

  • Assured quality and compliance: Programs are delivered through an RTO with established quality assurance, moderation, and record‑keeping processes aligned with Australian vocational education requirements. This reduces delivery risk and supports internal audit, probity, and evaluation needs.

  • Proven track record with public agencies: BLI's history of working with Australian departments and agencies, combined with Social Cyber Group's experience in policy and security environments, means the Academy is familiar with public sector constraints, confidentiality expectations, and procurement processes.

  • Executive and professional education focus: Programs are ofered as non‑accredited executive and professional education, giving agencies flexibility to tailor oferings to leadership cohorts, specialist teams, or cross‑agency groups without the constraints of full qualification pathways[3].

  • International and cross‑time‑zone capability: The partnership supports blended and online delivery across time zones, enabling participation from regional offices, international counterparts, and partner governments where appropriate.

Program design and delivery standards

Courses delivered through the Social Cyber & Tech Academy share a common approach to design and delivery:

  • Structured learning design that combines short expert inputs with interactive exercises, case studies, and facilitated discussion.

  • Clear learning outcomes aligned to practical decision‑making in cyber security, technology regulation, and policy leadership roles.

  • Participant evaluation and feedback mechanisms supporting continuous improvement and post‑program reporting.

  • Options for tailoring content to agency‑specific contexts, including custom examples, scenarios, and facilitated workshops.

These standards draw on BLI's established course quality framework and Social Cyber Group's ongoing research and engagement with emerging cyber and technology policy challenges.

Procurement and contracting

Agencies can engage the Social Cyber & Tech Academy through Social Cyber Group as the primary contracting entity, with delivery undertaken in partnership with Blended Learning Internationa. This structure allows for:

  • Clear statements of work and deliverables for each program or cohort.

  • Transparent pricing aligned to public sector procurement expectations.

  • Documentation of BLI's RTO status and relevant policies where required for internal assurance.

Where necessary, the Academy can provide additional information on governance arrangements, insurance, and corporate structure to support procurement processes and due diligence.
